While modern tuner holes are regulary drilled to 10mm, the vintage Gibson tuner holes were drilled using a 11/32´´ (8,7mm) drill - here you go.

material: HSS steel
diameter: 11/32´´ (= 8,7mm)

Tip: for minimizing of tear-out always start with smaller drills, i.e. set the initial hole using a 3mm drill, then use a 6mm and finally switch to this 8,7mm drill.
Best results you can get from starting the drilling operation for each hole from the backside, drilling just about 1/3 of the thickness of the headstock -> rest from top. This way you will minimize/avoid tear out on the backside.
